A group (state, NGO, terrorist group) has goals, actions, and beliefs. You can know no more than two of the three at any time. Uncertainty principle of political science.
Terrorist groups are the dark matter of modern political science. The larger they are the more likely a state will collapse. The smaller, the less likely. Just as with dark matter in astrophysics.
